As Senior Vice President for Lee Andrews Group, David leads the majority of business development pursuits for Lee Andrews Group. He has vast experience with Construction Management and Public Outreach projects. David designs public engagement plans with a variety of different stakeholder groups through creation, implementation, application and completion. He has also created and implemented successful media and outreach campaigns for large-scale construction projects specializing in transportation. David is skillful in effectively managing large staff and budgets to ensure the successful and timely completion of projects. He has established strong working relationships with elected officials, stakeholder groups in Los Angeles County, business, community groups and media outlets. Prior to Lee Andrews Group, David was an elected official and also worked as chief of staff to county and state officials. He managed various capital projects in the county, as well as a liaison with communities for EIRs, transportation plans, regional master plans and awareness campaigns. David graduated UCLA and received his MPP in public policy at Pepperdine University. David speaks fluent Spanish.

Lee Andrews Group serves as part of the Plenary-Edgemoor Civic Partners (PECP) joint venture, which was selected in late 2014 to design, build, operate and maintain the new Civic Center for Long Beach as a Public Private Partnership with a heavy focus on a welcoming environment that seamlessly integrates infrastructure and lush, welcoming landscaping.
The Mayor and City Council of Long Beach insisted on a robust community outreach effort to solicit and incorporate residents’ feedback. Working with the PECP team immediately upon project award, Lee Andrews Group coordinated community town halls in all nine City Council districts and meetings with dozens of neighborhood associations. In addition to planning all logistics for these events, we facilitated dialogue, documented resident input, recorded the proceedings and collected detailed notes that were incorporated into a monthly outreach report for City staff. Our team worked closely with city and council staff to assure that all needs were met. We created promotional materials, FAQ sheets and other documents to help the community learn more about the new Civic Center. We maintain the multilingual project hotline, internal team calendar and cloud-based file storage system for all notes and collateral and manage the community events calendar.
Working closely with the PECP team and City leadership, Lee Andrews Group coordinated a series of outreach events to ensure that every Long Beach resident had the opportunity to make his or her voice heard in the planning of the once-in-a-generation project. Over several months, we conducted town hall meetings in each of the nine City Council districts. Meetings were conducted in cooperation with community-based organizations and Council Members; language assistance and other accommodations were provided to allow for maximum participation. Hundreds of resident comments were solicited, documented and responded to during meetings, as well as via email and comment cards throughout the outreach process. Detailed monthly reports were prepared for City review. Additionally, we participated in dozens of community events with tables, displays, a scale model and sponsorships. Lee Andrews Group, as part of the PECP team, ensured that the Civic Center will truly reflect the vision of Long Beach’s residents. As an added layer of outreach, Lee Andrews Group staff also coordinated a job fair and recruited over 30 employers to participate.
